Council Member Andrew Payne

Biography
Andrew Payne was elected to the Overland Park City Council in November 2025. He represents Ward 5, which covers much of southeast Overland Park.
Andrew and his wife, Heather, an elementary school administrator, live in southern Overland Park with their son, Henry.
He serves as Vice President and General Counsel for CreativeOne, a financial services organization headquartered in Overland Park, where he is part of the executive leadership team and responsible for legal affairs.
Andrew earned his bachelor’s degree from the University of Kansas and his Juris Doctor from Washburn University School of Law, where he served as Student Bar Association president and as an editor of the Washburn Law Journal.
He has participated in Leadership Overland Park and served on the City’s FrameworkOP Land Use Advisory Committee. He has also held leadership roles in his neighborhood homeowners association and volunteered with local education and community groups.
