ePLACE – Apply for Permits, Plans, Licenses + Inspections Online

You can apply for many permits through ePLACE, the City’s online permitting system.

The City of Overland Park upgraded its authenticated security with ePLACE. If you are a returning user, register with the same email address used previously to gain access to all of your cases.

Day Cares

In-home Day Care

Day care homes are allowed as a home-based business subject to a license from the State of Kansas. If you are interested in opening a day care home, contact Johnson County Health and Environment to begin the licensing process. A City license is not required.

State Licensing Requirements

As part of the licensing process, the Overland Park Fire Department will inspect the day care home before the business may open as well as annual inspections per Overland Park Municipal Code Title 5.     

Day care homes must meet the following additional requirements:

  • The operator must live in the home.
  • A fenced outdoor play area is required.
  • Only one employee is permitted, in addition to those residing in the home.

Operators should consult their homeowners association before applying for a permit.

Commercial Day Care

Child Care Centers, including Preschools and Mother’s Day Out programs, are allowed as an accessory use in religious, educational and community buildings and by-right in office and commercial zoning. 

The State of Kansas requires licensing, and the Overland Park Fire Department conducts regular facility inspections.
