Inspections

The City must inspect forms, trenches and all reinforcing steel before you pour concrete. The City does not inspect footings for uncovered decks, but you must install them according to code and at least 36 inches below finished grade. Schedule inspections at least one day before your planned concrete pour. The City of Overland Park does not accept third-party inspections as a substitute for inspections performed by City staff.

Inspection of reinforcing steel installation and size in concrete walls, also referred to as foundation wall or stem wall, before pouring.

Inspection of R-value of insulation in walls, ceilings and rafters and proper ventilation. Venting of the rafter space can be inspected during the residential rough-in.

Inspection of the weather barrier and how the metal lath is attached prior to stucco application.

Inspection of residential doors and windows prior to siding installation.

Inspection of the electrical, plumbing and mechanical systems that are installed above the ceiling prior to the ceiling being installed. This inspection cannot be scheduled until your fire sprinkler and alarm plans have been approved.

Inspection for proper materials and installation of fire-rated assemblies, including rated walls, ceilings, columns and floors. If the assembly uses drywall materials, the inspection must be made before mudding and taping. If multiple layers are involved, each layer must be inspected before proceeding to additional layers or applying finish materials.

Inspection of either a floor/ceiling assembly or a roof/ceiling assembly is required to have a fire rating. The inspector will examine the nail or screw pattern. This is done after the rough-in inspection or the above ceiling inspection.

Upon approval of the electrical service inspection, clearance of the service is automatically forwarded to the power company the next business day. If the house is occupied, the clearance can be called in on the same day. 

A rough-in inspection of wiring and other electrical components located within a wall.

This inspection involves the operational testing of an on-site emergency generator.

Inspection of the electrical conduits inside the building and exterior on the site, routing, size and support before covering, obstructing from view or embedding in masonry or other material.

Inspection prior to pouring concrete to verify that all of the required pool shells, decks, metallic parts of the pool and the body of water are electrically bonded, including reinforcing bars (fiberglass and encapsulated reinforcing bars are not allowed for this use) in the concrete for the pool walls, bottom, deck, diving boards, ladders, handrails, fixtures for pool lights, electrical conduits and metal fences.

Inspection of the electrical seal-offs at the perimeters of hazardous classified locations.

Inspection of the under-slab plumbing lines prior to the slab being poured. A pressure test is required on commercial projects.

Inspection of all plumbing lines located in the walls or ceiling prior to covering with drywall or ceiling finish materials. Drainage and vent lines must be pressure tested.

Specific inspection of the roof drainage system, either above or below ground, or both. The drain lines must be pressure tested.

The Inspection of plumbing lines for the storm drains, either under the slab inside the building or underground outside the building. The lines inside the building must be pressure tested.

Inspection of the product lines and witnessing of an air or soap test to ensure that the pipe holds the proper test pressure must be completed before covering. Performance testing of smoke detectors located within the air handling unit.

Inspection of the product dispenser installation, including the anchorage and shear valves.

Inspection and air or soap test of the tanks before setting in the ground. There may also be an inspection of the tank pad before pouring the concrete footing or anchoring the tank after installation to ensure proper support and corrosion protection.

The hydrostatic testing of a fire line.

Inspection of the hood and duct system and testing of the proper operation of all associated mechanical equipment. The installer performs the test in accordance with the manufacturer’s requirements, the code requirements and in view of the inspector. The test may include electrical functionality, fuel shut-off and dispersal of test gases through the piping system, among other aspects.

Inspection to witness the flow of the standpipes to verify the proper rate of the flow and pressure as required by the building code for the particular building involved. The test is performed by the installer and witnessed by the Building Inspector and personnel from the Overland Park Fire Department. Standpipes are to be installed during construction on buildings requiring them.

The visual inspection of a wet or dry fire protection system. No test is performed.

Inspection of the inside wet fire suppression system lines and the witnessing of a 200 psi hydrostatic pressure test for a minimum of two hours. All sprinkler heads should be in place and cut sheets of special heads should be on site. The same designation is used to schedule inspections for a dry system, but the testing uses 40 psi of air pressure for 24 hours.

Inspection of the flushing of the underground fire suppression lines to ensure proper debris removal prior to connecting to the inside building standpipes or sprinkler system. The installer will flush the system to the inspector’s satisfaction at the required rate of 10 feet per second, as per NFPA Standards.

The complete testing of an alarm system within a building, including smoke detectors and pull stations. Typically, this inspection is scheduled in conjunction with a final inspection or immediately prior to it. This inspection cannot be scheduled without approved fire alarm plans.

Inspection includes the complete performance testing of a fire pump, including the flow of standpipes, the pressure produced by the pump and the arrangement of the pump’s power supply.

Inspection of the erosion and sediment control measures, usually on single-family lots. Scheduled by City staff, as needed.

Inspection of erosion and sediment control measures on nonresidential sites. Next-day inspections occur between 8 a.m. and 4 p.m.  Applicant schedules initial inspection after installing perimeter controls and before beginning land disturbance. City staff scheduled subsequent inspections on a periodic basis.

Form inspection for residential and commercial drive approaches prior to placing concrete. For new single-family residences, this includes: driveways (slope and subgrade checks), sidewalks and ramps (slope and subgrade checks) and verifying reinforcement when required. For commercial sites, this includes sidewalks and ADA ramps (slopes and subgrade checks).

Provide the flatwork subcontractor’s name and phone number. Once scheduled, the inspector will respond within four hours.

The inspection of swales, berms, drainage components, sidewalks, paved areas, as well as overall compliance with the approved site plan. Next-day inspections occur between 8 a.m. and 4 p.m.

Inspection of private storm sewer installation. Inspection involves verifying the materials used for pipes, ensuring proper joint connections and confirming the pipe bedding.

This inspection activity is used to document any site visit performed for general reasons, including those in response to questions from contractors and will also be used in the future to document Sanitary Sewer backfill inspections in the public street right-of-way, previously performed under the LDP permit.

Final Inspection prior to Certificate of Compliance. Items checked include:

• ADA ramp slope
• ADA stalls
• Pavement conforms with the overall approved plan
• Sod/landscape installed
• Site stabilization and removal of BMPs (no check of landscape materials).
• Verify that the site is constructed in accordance with the approved city plan.
