The Overland Park City Council approved the purchase of 6201 College Blvd., in the “OP Central” district, entering a sale agreement with the building’s ownership group, led by Copaken Brooks.
6201 College Blvd. will provide a civic gathering space with enhanced customer service, improved accessibility and more modern workspaces and meeting areas for City business.
“This is an important project that will bring the center of City business to the center of our city,” said Mayor Curt Skoog. “This investment will streamline operations, make it easier for residents to participate in City business and provide more modern workspaces for our public servants.”
This project will consolidate the City’s administrative functions into fewer buildings at the center of Overland Park, and add investment and energy to the OP Central district.
The City plans a phased addition and renovation project at 6201 College Blvd., with the goal of fully moving into the building in 2034.
Key Overland Park businesses lease office space in the building today. The City will honor those agreements, and existing tenants will be able to remain in their spaces for the terms of their leases. Copaken Brooks will continue to manage the property during the lease roll-off time, leveraging longstanding relationships with tenants and familiarity with the building.
Long-term plans
City leadership has considered the possibility of a new City Hall building for many years.
“This is an important next step for our community and our organization,” said City Manager Lori Curtis Luther. “Forward OP, Overland Park’s community vision adopted in 2018, included a recommendation for a new city hall building, and we are following through with that plan in order to provide the level of service Overland Park residents expect.”
The current City Hall site, which includes two buildings at 8500 Antioch and 8500 Santa Fe Drive, lacks sufficient work and meeting space for City business, is not convenient or accessible to all Overland Park residents and has recurring maintenance and mechanical issues.
City staff analyzed several site options for the future of City Hall, including new construction and remodeling existing buildings.
Ultimately, the City determined that the future City Hall site at 6201 College Blvd. is the best option for a number of reasons, including location, project cost, square footage and building design and more.
Project costs
City staff negotiated the purchase of the building for $22.5 million. Preliminary estimates for renovations of 6201 College Blvd. include an additional $86.5 million. The total estimated cost of the project is $109 million.
The City will fund the purchase of the building with cash from the reserve fund. The building improvements and renovations will come through a series of capital improvements, programmed as part of the Capital Improvements Program.
The project will not involve a property or sales tax increase.
Next steps
The City will officially close on the building later this year, after completing due diligence.
Design and development of a building addition and renovations will begin in 2026, with feedback from the community about their civic space. Construction is expected to begin in 2029.
City staff will continue to work at the current City Hall campus during the transition period.
As the new City Hall addition and renovations get underway, the City will begin a new comprehensive analysis of its overall space needs to determine the future of the current City Hall buildings.
