Special Event: Promotional Activities / Temporary Sign or Banner

Promotional Activities

A large promotional event includes, but is not limited to, temporary structures, inflatable objects larger than eight cubic feet, animated devices, projected images or beams of light. Signs and banners may also be part of these events. (i.e., tent sale, searchlights, inflatable promotional devices, balloons, bounce houses, inflatables rides.) Please note, bounce houses, inflatables rides, etc. are subject to the Kansas Amusement Ride Act and will require proof of compliance with this Act through the submission of a State permit/license number prior to any City approval. (See K.S.A 44-1601 et seq. or contact the Kansas Department of Labor for more information at 785-296-4386 ext 2310).

Requirements
  • Location
  • Property owner approval
  • Site plan showing the location of all devices.
  • Written description of the event.
  • Start/End date and time
  • Bounce houses, inflatables will require a state permit prior to City approval (5 day maximum duration per event)
Setbacks
  • Signs - Out of public right-of-way, generally one foot behind the sidewalk.
  • Structures - 10 feet from public right-of-way, generally eleven feet behind the sidewalk.
Duration
  • 5 days maximum
Stipulation
  • No more than three (3) attention attracting devices will be approved at one time.
  • Four (4) per business per calendar year
  • Two (2) per residential leasing or sales per calendar year
Fee
  • $125 each for the first and second applications
  • $250 each for remaining two applications

Fee is waived for non-profit organizations

Sign - Temporary Sign or Banner (Attached to Building)

A banner permit allows a single sign or banner to be mounted on the building.

Requirements
  • Placement
  • Size
  • Dates: Start/End
Stipulations
  • 15 days maximum per event
  • Four (4) per business per calendar year
  • Two (2) per residential leasing or sales per calendar year
Fee
  • $35 each for the first and second applications
  • $70 each for remaining two applications

Fee is waived for non-profit organizations


Signs - Multiple Devices or Gadgets (Not attached to Building)

A detached promotion includes attention attracting devices such as signs, banners or balloons placed on the property. Placement of multiple signs, devices, or gadgets (e.g., sky dancer).

Requirements
  • Property owner approval
  • Site plan showing the location of all devices.

  • Signs - Out of public right-of-way, generally one foot behind the sidewalk.
  • Structures - 10 feet from public right-of-way, generally eleven feet behind the sidewalk.
Duration
  • 10 days maximum per event
Stipulation
  • No more than three (3) attention attracting devices will be approved per event. An attention attracting device may be a single/large device or up to three small devices (e.g., one large sign or three small signs (3-4 square feet).
Fee
  • $50 each for the first and second applications
  • $100 each for remaining two applications

Fee is waived for non-profit organizations
