Capital Improvements Program + Maintenance Program

The Capital Improvements Program and Maintenance Program is a five-year plan to forecast future public improvements and facilities in the city. It provides data concerning need costs, timing, funding sources, budget impacts and alternatives.

Development Process

The process for developing the CIP includes:

  1. During the fall two years prior to the first year of the CIP, staff submit projects for CIP consideration.
  2. Adoption for budget planning purposes happens early the next year.
  3. Revisions occur throughout the year after public hearings.
  4. City Council adopts the CIP in the final form along with the operating budget in August of the second year.
  5. The budget and CIP go into effect Jan. 1 of the third year, and work begins on CIP projects.

2025-2029 Capital Improvements Program + Maintenance Program

The City held preliminary public hearings on the 2025-2029 CIP at the November 13, 2023, Planning Commission meeting and the November 20, 2023, City Council meeting. These hearings allow residents an opportunity to share early input on the priorities of the upcoming CIP and budget.

City staff proposed the 2025-2029 CIP to the Governing Body at a City Council Committee of the Whole meeting in early February 2024.

Governing Body goal area committees will review the plan during February and March. The City Council will hold a public hearing on the CIP at its April 15 meeting.

The City held preliminary public hearings on the 2024-2028 CIP at the November 14, 2022 Planning Commission meeting and November 21, 2022 City Council meeting. These hearings allow residents an opportunity to share early input on the priorities of the upcoming CIP and budget.

City staff proposed the 2024-2028 CIP to the Governing Body at a City Council Committee of the Whole meeting in February.

Governing Body goal area committees reviewed the plan during the months of February and March.

The City held a public hearing for the CIP on March 20, 2023.

City Council approved the 2024-2028 CIP for budget planning purposes on April 3, 2023.

City Council approved the 2024-2028 CIP and Maintenance Improvement Program on August 21, 2023.
