Development Review Criteria

The Unified Development Ordinance establishes 15 criteria for the review of rezoning and special use permit applications to the extent they are pertinent to a particular application.

The Planning Commission and Governing Body also may consider other relevant factors.

Among the criteria for evaluating an application are:

  • Use and character of the surrounding area;
  • Adverse impact to neighboring property owners and traffic systems;
  • Conformance to the recommendation of the Comprehensive Plan and other adopted planning policies; and
  • Recommendation of the staff.

Surrounding property owners may influence the outcome of rezoning and special use permit requests. Valid protest petitions increase the number of City Council votes required to approve a project.

Applicants are encouraged to contact surrounding property owners early in the process to identify issues and concerns.
