Councilmember Fred Spears was elected to the City Council in April 2003, re-elected in April 2007 and re-elected in April 2011.

He has a Bachelor of Science degree from Kansas State University and a Master of Science degree from Central Missouri State University. He is the principal of Leadership Systems, a company providing individual and small group training, individual and group assessments and executive coaching.

Spears is a member of the Overland Park Chamber of Commerce where he serves on the State and Federal Legislative Affairs Task Force. He also is a member and past president of the Lenexa Rotary Club, and has received recognition for his volunteer service with Rotary International, Boy Scouts, Harvesters Food Network and the MS Society.
