Bylaws for Grantioch neighborhood

NAME

The name of the neighborhood organization shall be Grantioch Neighborhood.

BOUNDARIES

79th Street (North) to 83rd Street (South); Antioch (West) to Grant (East).

PURPOSE

Grantioch Neighborhood is organized exclusively for educational and charitable purposes. The purpose of the organization is to promote communication between the residents and between the residents and the city agencies to improve the livability of the neighborhood.

MEMBERSHIP

Any person residing or owning property within the boundaries of Grantioch Neighborhood may be a member.

DUES

There shall be no dues assessed to the members of Grantioch Neighborhood.

OFFICERS

The officers shall be a Chair, Co-chair and Secretary/Treasurer.

Section 1
Beginning in 2002, elections shall be held in January. In 2001, elections shall be held at the second General Meeting.

Section 2
Officers shall be nominated at the General Meeting prior to the January election.

Section 3
If one (1) candidate is nominated for an office, a show of hands will be taken. If more than one (1) candidate is nominated, a written vote will be taken and votes will be counted during the meeting.

Section 4
The Chair and Co-chair shall be the principal officers of the association and shall, in general, supervise and control all the business and affairs of the association subject to control of the Steering Committee. The Chair shall preside at all meetings, with the Co-Chair presiding in the absence of the Chair. The Chair and Co-Chair shall perform all duties incident to the office and shall be members of all committees.

Section 5
The Secretary/Treasurer shall keep the minutes of the meetings and conduct assigned correspondence for the association, and shall have charge and custody of and be responsible for all funds of the association and such depositories as shall be selected by the Steering Committee and, in general, perform all duties incident to the office and such other duties from time to time may be assigned by the Chair, Co-Chair, or the Steering Committee.

STEERING COMMITTEE

Section 1
There will be a maximum of twenty-four (24) seats and a minimum of ten (10). The Steering Committee will consists of Block Representatives and Officers.

Section 2
With the exception of officers, new Steering Committee members will be appointed by the existing Steering Committee.

Section 3
The term of office shall be one year.

Section 4
Unexpected vacancies will be filled by nominations being taken at a general meeting. If more than one (1) name is submitted, a vote will be taken among the block residents present at the general meeting. If no decision is reach by the block, the Steering Committee shall preside.

Section 5
A member may resign by giving thirty (30) days notices to officers.

Section 6
A Steering Committee member may be expelled if three (3) consecutive Steering Committee meetings and General Meetings are missed. Failure to act in accordance with the By-laws may also be grounds for expulsion. A vote must be taken at a general meeting with a two-thirds (2/3)-majority rule.

MEETINGS

Section 1
The Steering Committee will meet a minimum of four (4) times per calendar year.

Section 2
The schedule for Steering Committee meetings shall be published by January 31 each calendar year. The committee may call special meetings as the need arises.

Section 3
The agendas of each meeting shall be published in advance.

Section 4
All matters will be decided at Steering Committee meetings by majority rule.

Section 5
Two-thirds (2/3) of the total number of Block Representatives and officers shall constitute a quorum.

Section 6
Special or emergency meetings of the Steering Committee may be called at the discretion of the elected officers. All Block Representatives and officers must be notified at least five (5) days before the meeting.

Section 7
Neighborhood wide meetings shall be held at least six (6) times per calendar year.

Section 8
The time, date, and location of each general meeting shall be published by January 31 of each year. The dates should be kept as consistent as possible (i.e. the first Thursday of the month).

SPECIAL COMMITTEES

Special committees may be formed at the discretion of the Steering Committee.

FINANCE

The fiscal year will run from January 1 to December 31 of each year.

AMENDMENTS

By-laws may be amended at any general meeting with a two-thirds (2/3) majority of those voting meetings in attendance.

ELIGIBILITY TO VOTE

A resident or landowner must be eighteen (18) years of age or older to be eligible to vote.
