The City's Capital Improvement Program (CIP) is a five-year plan to forecast future public improvements and facilities in the City and to provide data concerning need costs, timing, funding sources budget impacts and alternatives.
Preparation and adoption of the 2004-2008 Capital Improvements Program represents the first step in development of the 2004 Budget and Five-Year Financial Plan, as both the capital improvements plan and budget are developed in the context of the City's five-year expenditure and revenue forecast.
The 2004-2008 CIP was originally adopted in February 2003 for budget planning purposes. It was updated in the spring of 2003 as part of the 2004 Budget process and totals $219 million, a decrease of $1 million from the plan adopted in February.

The 2004-2008 CIP includes $34.9 million of funding for projects to be constructed and/or financed in 2004. Some of the projects included will have begun prior to 2004, but will be completed and therefore financed in 2004.
City funding sources, including debt and pay-as-you-go resources from the City's Capital Improvements Fund, will pay for 43% of plan funding.
The remaining 57% will be provided by non-City sources including federal, state, county, other city and developer funding.
The 2004-2008 Capital Improvements Program was adopted, along with the 2004 Budget, on August 18, 2003.
