The City of Overland Park uses a program called LivePublish® to manage one of the on-line versions of its municipal code. In this version, each word of the municipal code has been indexed. Version 4.0 or later browsers are recommended. When you access the LivePublish® version of the code, it opens into a four-part frameset. The boundaries of the frames can be adjusted by dragging. The following is an explanation of the functioning of each of the four frames in the franeset:
- The lower left frame of the frameset contains the table of
contents of the municipal code. The code is divided into nineteen
titles. Each title is sub-divided into chapters and each chapter
is further sub-divided into sections. Some chapters also contain
articles. Every level of the table of contents that displays a
plus sign before it has levels beneath it. If you click on the
plus signs, the table of contents expands to show the levels below,
and the plus signs turn to minus signs. Levels without pluses
contain no levels beneath them. If you click on the minus signs,
the table of contents contracts again. Click on any title, chapter
or section listed in the table of contents and that title, chapter
or section will appear in the upper right frame of the frameset.
- The upper right frame of the frameset is the document frame
where the substantive provisions of the municipal code appear.
The code is partitioned by section. Click on a section title in
the table of contents to display that section in the document
frame. Succeeding or preceding sections of the municipal code
can be browsed by clicking on succeeding or preceding sections
in the table of contents.
- The upper left frame of the frameset is the search frame.
- Enter a search term or terms in the search box and click
on "Go" to activate a search that will result in
chapter-specific search results.
- Select "Expert Search" in the drop-down "Select
a Search Form" box to launch a screen that will give
you a brief explanation of search techniques and that will
enable you to activate a search that will result in section-specific
search results. You may also display your search results within
a context of five, ten, fifteen and twenty words by so choosing.
Finally, you may limit your search to specific titles, chapters
and sections by checking the boxes in front of the titles,
chapters and sections you wish to search.
- Select "Advanced Search" in the drop-down box
to launch a screen that will enable you to do a very precise
Boolean search. Using this search form will enable you to
activate a search that will result in section-specific search
results; to display your search results within a context of
five, ten, fifteen and twenty words; to limit your search
to specific titles, chapters, and sections by checking the
boxes in front of the titles, chapters and sections you wish
to search, as in the "Expert Search." It also will
enable you to find alternate word forms stemming from your
search words (e.g., to find the words "quarries,"
"quarried" and "quarrying" when searching
for the word "quarry); and to find synonyms for your
search words.
- Enter a search term or terms in the search box and click
on "Go" to activate a search that will result in
chapter-specific search results.
- The lower right frame of the frameset is the search results
frame. After executing a search, you will see here the titles,
chapters and sections listed in which your search term or terms
appear. These "hit" references are listed in order according
to the number of times the search term or terms occur in any particular
hit. Your search term or terms show in the color blue. Click on
the search term or terms to display the sections of the code in
the document frame in which the search term or terms appear, with
the search term or terms highlighted in red.
- The sections of the code showing in the document frame, or
any selected portion thereof, may be printed. First click in the
document frame to locate the cursor there. Then print using the
normal print functions. Similarly, search results listed in the
search results frame or the table of contents may by printed by
locating the cursor in the respective frame and using the normal
print functions.
- All or any selected portion of the code can be copied and pasted
into a Word or WorkPerfect document. To copy and paste text without
the unwanted formatting, first copy the text to the clipboard,
then go to your Word or WordPerfect document, click on "Edit,"
click on "Paste Special," click on "Unformatted
Text," and click on "OK."
- Please note that Chapters 5.05 (Adult Businesses), 5.51 (Oil & Gas), 7.36 (Trash Storage and Disposal), 12.04 (Traffic Code), 13.50 (Cable Services Code) and Title 18 (Unified Development Ordinance) contain words that are highlighted in blue and underline. These words and phrases are defined terms. Clicking on them pops up the definition of the term; clicking the "Back" button on the tool bar takes you back to the text in which the term appears. The text in which the defined term appears, as well as the pop-up definitions, can be either printed or copied and pasted.
