At a special meeting March 7, 2008, the City Council approved the county's approved area for annexation, which includes 8.5 square miles of land.
The council also approved the adoption of 24 ordinance amendments that suspend the application of certain city ordinances and allow for existing county zoning regulations to control land use and activities on the land.
The city was proposing annexing 15 square miles, which would have extended the city’s boundaries along Lackman Road on the west and U.S. Highway 69 on the east, generally south to 203rd street.
The approved annexation moves the city’s southern boundary to 191st Street between Pflumm and Antioch roads; south to 194th Street between Flint Street and Switzer Road; and west of U.S. Highway 69 to Antioch Road, south to 203rd Street.

- Aug. 20: Staff present a proposal to annex approximately 15 square miles of land to the Governing Body
- Sept. 10: The Council approved Resolution No. 3619 (.pdf file), including its six attached ordinances, which will go into effect only if the proposed annexation plan is approved.
The ordinances would have the effect of suspending the application of certain city ordinances and allow for existing County zoning regulations to control land use and activities on the land (.pdf documents).
- Sept. 24: The Overland Park Planning Commission found that the city's proposed annexation is compatible with the city's Master Plan as it applies extraterritorially to a small portion (167.6 acres, or 1.75 percent) of the area proposed to be annexed, in the vicinity of 175th and Pflumm.
- Sept. 25: The Johnson County Planning Commission found that the city's proposed annexation is compatible with the county's Rural Comprehensive Plan.
- Sept. 27: The city hosted an informational meeting on the proposed annexation plan. This was a general, informational meeting where residents and property owners in the identified area could ask questions of various city department officials. No formal presentations were made.
- Oct. 30: The Johnson County, Kansas Board of County Commissioners held a public hearing at Blue Valley High School. The mayor and Richard Lewis, principle and president of Development Strategies, Inc., spoke on behalf of the city.
- Nov. 28:
The City Council adopted a resolution committing to passage of an ordinance that would allow for certain excise tax exemptions for landowners in an area proposed to be annexed.
The action means immediate family members may sell or give a gift of land in a single division of a lot or parcel to another family member and may qualify for an exemption from the excise tax. There are certain provisions that have to be met.
Councilmembers also adopted answers to 15 questions submitted by Johnson County officials regarding annexation, including franchise fees; an agreement with Fire District No. 2; keeping of dogs, cats and farm animals; permitted uses on property; storage of items; and more.
- Feb. 21, 2008: The Johnson County, Kansas Board of County Commissioners approved the annexation of Areas 1, 2 and 3 by a 5-1 vote.
The City Council has to approve this motion before it becomes final.
- March 7, 2008: At a special meeting, the City Council approved the county's approved area for annexation. The annexation will go into effect upon legal publication in an official city newspaper the week of March 10, 2008.
The action moves the city’s southern boundary to 191st Street between Pflumm and Antioch roads; south to 194th Street between Flint Street and Switzer Road; and west of U.S. Highway 69 to Antioch Road, south to 203rd Street.
