City Council Action Summary - Nov. 1, 2004
  1. Approved the following Council consent agenda items:

PUBLIC WORKS – Committee Items:

  1. Median break – 151st Street and Melrose (south) for an additional cost of approximately $10,000;
  2. Storm drainage improve-ment at 148th Place west of Hayes after January 1, 2005, with an estimated total project cost of $95,000;
  3. Waived consultant selection process and authorized staff to negotiate contract with Phelps Engineering for design of a storm drainage improvement project at 148th Place, west of Hayes;
  4. Stormwater detention variance for the St. Joseph Institute for the Deaf-Kansas City, 8800 Grant, for a temporary parking lot expansion until June 2008, with stipulations a and b;
  5. Changed November Public Works Committee meeting to Monday, November 22, 2004, at 6 p.m.;
  6. 2005 Maintenance Program for street, traffic and stormwater as outlined on tables presented by staff. Staff Item: Resolution No. 3429, directing the City Clerk to provide public notice of the public hearing to consider the proposed assessments for the construction of a bank stabilization project within the Creekside subdivision. (Improvement District No. 03-190).

FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

  1. Council minutes – September 13, 2004;
  2. Confirmed investments totaling $4,937,448.33 in U.S. Agency Securities;
  3. Expenditure Ordinance No. 10B, outlining the expenditures from the General Operating Fund for October 7 through October 20, 2004;
  4. Capital Projects Expenditure Ordinance No. 10C, outlining the expenditures from the Capital Projects Funds for October 14 through October 20, 2004;
  5. Capital Projects Expenditure Ordinance No. 10D, outlining the expenditures from the Capital Projects Funds for October 21 through October 27, 2004;
  6. Application for renewal of drinking establishment license for Hooters of Overland Park, L.L.C., d/b/a Hooters of Overland Park, L.L.C., 10620 Metcalf, Roger A. Gondek, manager;
  7. Eight applications for renewal of drinking establishment licenses contingent on receiving state licenses as listed on agenda;
  8. One application for new cereal malt beverage license as listed on agenda;
  9. Nine applications for renewal of cereal malt beverage licenses as listed on agenda;
  10. One application for Christmas tree permit as listed on agenda.

PUBLIC SAFETY – Staff Items:

  1. One application for new massage therapy and in-office massage therapy license as listed on agenda;
  2. Two applications for renewal of massage therapy licenses as listed on agenda;
  3. Two applications for renewal of massage therapy and in-office massage therapy licenses as listed on the agenda.
  1. Approved awarding the LED Kits to Gades Sales Company in the amount of $4,623 and awarding the traffic signal poles to Mid American Signal in the amount of $10,574 for the traffic signal equipment for the 135th Street widening & US 69 northbound ramp project.

  2. Approved agreement with Leawood for the public improvement of Nall Avenue from approximately 261 meters south of 143rd Street to approximately 17 meters south of 135th Street, 143rd Street from approximately 100 meters west of Nall Avenue to approximately 304 meters east of Nall Avenue and 135th Street from approximately 185 meters west of Nall Avenue to approximately 188 meters east of Nall Avenue.

  3. Approved the Planning Commission consent agenda items as follows:
    1. Special Event Permit No. 2004-468, 6700 West 119th Street, to allow a banner on the south elevation of the building from November 7, 2004, to January 15, 2005;
    2. Acceptance of Right-of-Way – Final Plat No. 2004-71, Corporate Medical Plaza First Plat, 4802 West 108th Street, as stipulated;
    3. Acceptance of Right-of-Way – Final Plat No. 2004-78, AMLI at Westwood, vicinity of the southwest corner of 135th Street and Quivira, as stipulated;
    4. Revised Preliminary Plan Approval for Overland Park Regional Mall, vicinity of the southeast corner of 135th and Metcalf Avenue, as stipulated;
    5. Ordinance No. Z-3091 (Rezoning No. 2004-23), vicinity of the southwest corner of 162nd Terrace and Metcalf Avenue, to rezone from PRB-3J, Planned Urban Retail Business District, Johnson County, to BP, Business Park District, to allow a business park development, as stipulated.

  4. Approved Ordinance No. Z-3092 (Special Use Permit No. 2004-24), 11924 West 119th Street, for a three-year period of time for the renewal of a drinking establishment for Barley’s Brewhaus, as stipulated.

  5. Approved Ordinance No. RD-2515, relating to land removed from the arena project Redevelopment District, amending Section 2 of Ordinance No. 2513.
