The public right-of-way (ROW) is generally the area 10 feet from the curb.

Permits are required for all work in the right-of-way, with three exceptions:
- Work that has been permitted under other
city permits.
- Contractors working on the construction or reconstruction
of public improvements.
- Right-of-way users performing routine service operations that do not require excavation in the right-of-way and do not disrupt traffic for more than four hours.
Replacement of a residential driveway or installation of an irrigation system in the right of way does require a permit.
