What does "pre-treating streets" mean during snow season?

"Pre-treating" allows snow crews to prevent the buildup of ice on bridges, overpasses and certain locations listed as prone to "black ice" conditions.

Salt, salt/sand mix, calcium chloride, or rock salt pre-wetted with calcium choride, is used to melt the ice and/or give traction.

Pre-treatment of streets is possible when we have sufficient time prior to the onset of snow or sleet; however, if rain is expected immediately before the snow, the city likely will not pre-treat as the rain quickly dilutes and washes away the material.
