Construction Site Runoff

Stormwater runoff from construction sites can have a significant impact on water quality. Runoff, resulting from rainfall or snow melt, flows over construction sites picking up sediment and other pollutants such as building materials, concrete washout, paint, fuel, wastewater, oil and solvents. The contaminated runoff then enters the stormwater system and is discharged into local streams, rivers and lakes.

In accordance with the National Pollutant Discharge Elimination System (NPDES) permitting requirements for stormwater discharges, the City of Overland Park has developed a program to address construction site runoff. As part of this program the City has adopted Erosion and Sediment Control Standards and an Erosion and Sediment Control Ordinance. All construction activity resulting in land disturbance is required to comply with the ordinance.

In addition, construction activity disturbing one or more acres must obtain permit coverage from the Kansas Department of Health & Environment. Permit coverage requires the development of a Stormwater Pollution Prevention Plan (SWPPP).

When undertaking any construction activity:

• Minimize disturbed areas.
• Manage disturbed areas with perimeter control, grass seeding,
  erosion control blankets, inlet protection, etc.
• Establish a stabilized construction entrance to prevent tracking.
• Properly contain and dispose of all potential pollutants.
